Ms. Hannele Pokka
Permanent Secretary, The Ministry of the Environment, Finland
Hannele Pokka serves as Permanent Secretary for the Ministry of the Environment. She is the highest-ranking public servant within the Ministry. Ms Pokka is also Docent of Environmental Law at the University of Lapland. Previously, she has served as governor of the Province of Lapland and the minister of justice. From 1979 to 1994, Ms Pokka was a Member of Parliament. She has special interest and expertise in Arctic issues and has held the position, for example, of chair of the Barents Regional Council and the Northern Forum.
Hannele Pokka holds a doctoral degree in environmental law. She is an honorary doctor of environment and forestry at the University of Eastern Finland (previously, University of Joensuu).
Mr. Raimo Jyväsjärvi (Lt Gen ret, MSc)
Director-General, Ministry of Defence, Finland
Mr Raimo Jyväsjärvi, Director General, Resource Policy Department of the Finnish Ministry of Defence and Finnish National Armaments Director was born in 1956 in the Municipality of Mänttä in Finland.
Mr Raimo Jyväsjärvi has held the positions of Chief J5, Planning Division at the Defence Command Finland in 2004-2008 and Commanding General of the Army Materiel Command in 2009 - 2011. Mr Jyväsjärvi has augmented his expertise by taking up studies in European Security Issues and later on in U.S. European Security Issues. Mr Jyväsjärvi received his Master of Science degree from the National Defense University (inaugurated in hall of fame) Washington D.C. in National Resource Strategy while also studying simultaneously at the Defense Acquisition University in the U.S.
On 31 December 2015 Lieutenant General Jyväsjärvi retired as fully served from his active service in the Defence Command Finland where he held the office of Deputy Chief of Staff, Logistics and Armaments. With effect from1 January 2016 Mr Jyväsjärvi was appointed Director General of the Resource Policy Department and Finnish National Armaments Director (NAD). Promotions: Brigadier General in 2005, Major General in 2009 and Lieutenant General in 2011.

Mr. Bruce Oreck
Bruce Oreck served as the United States Ambassador to Finland from 2009 until 2015. During that time, he also served as the Chairman of the State Department’s League of Green Embassies and in that capacity achieved the first LEED® Platinum embassy building anywhere in the world.
Prior to his work at the State Department, Ambassador Oreck practiced law specializing in business and taxation and represented many of the top 100 companies in America. In addition, he served as the Executive Vice-President and General Counsel for Oreck Corporation, the floorcare and consumer products company. Ambassador Oreck is the author of several tax treatises and has been a public speaker for over 20 years – addressing topics as diverse as creativity, envisioning the future, entrepreneurship and marketing.
Ambassador Oreck obtained his Bachelor of Arts from The Johns Hopkins University, his Juris Doctorate from Louisiana State University and his Masters of Law (Taxation) from New York University. Currently Ambassador Oreck is an Executive in Residence at Aalto University in Helsinki focusing on business and entrepreneurship. He also serves as a member of the Board of Directors of USGBC, the largest and most influential high performance building and urban redesign organization in the world.Ambassador Oreck is the recipient of the United States Navy’s Distinguished Service Award, The Alliance to Save Energy’s Charles H. PercyAward for Public Service and the City of Helsinki’s Golden Medal.
Mr. Raimo Luoma
Chief Executive Office, National Emergency Supply Agency
Raimo Luoma (Master of Laws, LL.M.) is the CEO of National Emergency Supply Agency (NESA). He began his career as a lawyer and worked for a long time as a civil servant at the former Ministry of Trade and Industry and the Ministry of Economic Affairs and Employment. As the Head of Department he was responsible for matters concerning security of supply and the performance management of NESA. Prior to joining NESA he worked as the State Secretary to the Minister of Finance.
Mr. Ari Ekroos
LL.D. Professor of Economic Law, Aalto University
Ari Ekroos, LL.D. is professor of Economic Law at the Aalto University. Ekroos is expert in environmental, climate, land use planning and real estate law. Ekroos has accomplished several research projects related to environmental and energy law (environmental protection legislation, energy related environmental law, climate law and nature conservation law), land use planning law and environmental administration. Ekroos has also been involved with preparation and amendment of the most important parts of the Finnish environmental legislation (e.g. the Land Use Planning and Building Act, the Environmental Protection Act, the Nature Conservation Act and the Climate Act). He has also been legal advisor in several legal cases.
